How can I register with PSF to submit a concept paper?
The Foundation facilitates registration of researchers, scientists, and faculty members affiliated with R&D organizations and HEC-recognized universities via the Research Grant Management System (RGMS) (rgms.psf.gov.pk).
What steps does PSF follow after receiving my concept paper?
The Foundation registers the submitted concept papers and presents them to the relevant Screening Committee, which shortlists them for further processing. The Principal Investigator is notified of the status through RGMS.
Who can send concept papers for consideration by PSF?
Regular scientists, researchers, and faculty members from R&D organizations and HEC-recognized universities may submit concept papers to PSF. The scientist responsible for carrying out the project within the executing organization is designated as the Principal Investigator, while those from collaborating institutions serve as Co-Principal Investigators. Government R&D organizations and/or HEC-recognized universities may also form consortia with industry; however, funds are released only to the government R&D organizations or HEC-recognized universities. International collaborations are encouraged when the foreign partner provides unique added value to the project team.
What procedures follow after the Screening Committee shortlists my concept paper?
After shortlisting, the Principal Investigator receives an RGMS notification requesting submission of the full-length proposal proforma.
What procedures does PSF follow after receiving my full-length proposal?
The Foundation assigns the full-length proposal to two subject experts through RGMS for peer review. Their comments are shared with the Principal Investigator for necessary improvements. The revised proposal is then sent back to the same experts for their final assessment on its suitability for financial assistance.
When will I be informed about the funding decision for my proposal?
After the peer review process is completed, the proposal is presented to the Technical Committee, which consists of subject experts in the relevant field. The committee determines whether to recommend the proposal for financial assistance. The Principal Investigator is informed of the decision immediately after the committee meeting.
What is the timeline from concept paper submission to the proposal funding decision?
From submission to final decision, the process generally takes about 2–3 months.
What is the maximum duration for a research grant?
The maximum allowable duration is 3 years.
Which funding programs or calls remain open for submissions all year?

What is the upper funding ceiling for a research grant?
The funding amount depends on the scope and nature of the proposed study. However, the Principal Investigator can submit projects with budgets of up to 4–5 million under the Research Support Programme, 6–8 million under the R&D-Industry Programme, and 7–8 million under NSLP.
What is the maximum number of concept papers a researcher/PI can submit at a time?
A researcher can submit a maximum of 2–3 concept papers under different PSF funding programmes.
What is the maximum number of PSF-funded projects a researcher/PI can run concurrently?
Researchers can have no more than two active projects under different funding programmes or calls.

- Improve existing products, processes, or technologies to meet economic needs.
- Commercialize developed or established technologies.
- Conduct pilot plant or prototype development studies.

The maximum duration for CRP-funded projects is up to 2 years.
What are the eligibility criteria for receiving research funding?
Proposals are accepted from Pakistani nationals serving as regular or contract scientists, engineers, technologists, or faculty members (with contract duration not shorter than the project duration) at Government R&D organizations or HEC-recognized universities. All research must be conducted within Pakistan.
What is the schedule for CRP calls for concept proposals?
CRP calls are announced year-round and shared via leading newspapers and the PSF website.
Can I submit a concept proposal individually under CRP?
Yes, you may apply for an individual research grant and submit a concept proposal of up to Rs. 10 million.

Yes, you can submit a joint research proposal with other universities for up to Rs. 20 million.
Can I submit a research proposal in collaboration with the industry?
Yes, you can submit a concept proposal under the Triple Helix stream, with industry support in cash or kind, for up to Rs. 20 million.
What is the highest funding limit for projects in the CRP program?

I am an Assistant Professor in Management Sciences; can I submit a concept proposal in management research?
Only proposals in Natural, Physical, and Applied Sciences are accepted under CRP.
Provision of Financial Assistance to Scientific Societies
Which societies are eligible to apply for PSF grants?
All societies registered under the Societies Act of 1860 and affiliated with the Pakistan Science Foundation are eligible to apply.
What funding opportunities does PSF offer for scientific societies?
Requests for financial assistance can be made only for the following activities:
- Organizing national and international conferences, seminars, symposia, workshops, and lectures on significant scientific topics.
- Publishing scientific journals and books.
- Developing and maintaining linkages with counterpart international societies in advanced countries.
- Providing travel grants to society members invited to prestigious international forums for plenary talks, lead papers, or as invited speakers.
- Awarding Young Researcher Awards to recognize outstanding achievements or papers within a given year by each society.
Which forms are needed for societies to apply for PSF grants?
Requests for financial grants must be submitted using the prescribed proforma “PSF-IX-A”. A separate form should be completed for each activity for which funding is requested.
Which form should societies use to apply for travel grants for their members?

PSF Travel Grant Activity
Who is eligible to apply for PSF’s Travel Grant?
Regular or full-time employees of government or public sector R&D organizations, HEC-recognized universities, or chartered universities recognized by the HEC are eligible to apply. Applicants must be scientists, technologists, or researchers working in any discipline of science, engineering, or medicine.
Is the PSF Travel Grant available for participation in national and international scientific events?
The PSF Travel Grant is awarded only for participation in international conferences, seminars, symposia, or workshops in any discipline of science, engineering, or medicine. Grants are not provided for national events.
Does PSF provide Travel Grants for poster presentations?
No, the PSF Travel Grant is only available for oral presentations of research papers. Grants are not provided for poster presentations.
What are the plagiarism or similarity index requirements for research papers submitted for the PSF Travel Grant?
The PSF Travel Grant is awarded only for research papers that have not been previously presented at any forum. Applicants must submit a copy of the full research paper along with a plagiarism report, and the similarity index must be below 20%.
Who is ineligible to apply for the PSF Travel Grant?
The following are not eligible for the PSF Travel Grant:
- Participants in conferences organized by fake or private organizations.
- Pakistani scientists, technologists, or postdoctoral fellows studying or working in foreign universities/organizations at the time of application.
- Authors of previously presented or already published papers.
- Participants seeking travel grants for annual meetings of scientific forums.
- Phil, MS, or M.Sc students.
- Authors of survey papers or research papers in social and management sciences.
- Incomplete applications.

Is there a funding stream for surveys under the Research Support section?
Yes, PSF provides funding for scientific surveys, subject to technical and financial evaluation. Only surveys that meet the evaluation criteria are eligible for funding.
What is the funding limit for seminars and conferences?
The funding amount depends on the availability of funds but typically ranges between PKR 10,000 and 300,000. The exact amount is determined on a case-by-case basis.
Under which budget heads does the PSF Review Committee usually recommend funding for conferences, seminars, symposiums, or workshops?
The PSF typically approves funds under the following heads:
- Stationery
- Boarding and lodging
- Publication of proceedings
Funds are not provided for honoraria to organizers or for entertainment purposes.
How can one obtain financial assistance from PSF for developing a lab, purchasing chemicals, or related needs?
