How can I submit idea to PSF?
The Foundation accepts concept papers electronically via Research Grant Management System (RGMS) via PSF website (www.psf.gov.pk) and there is no need for submitting the concept paper or full length proposal via email or hard copy.
How can I register with PSF for submission of concept paper to PSF?
The Foundation register researchers/scientists and faculty members of R&D Organizations and HEC recognized Universities via Research Grant Management System (RGMS) via PSF website (www.psf.gov.pk).
What happens to my concept paper after submission to PSF?
The Foundation registers concept papers and present them in relevant meetings of Screening Committee which shortlist the concept papers for further processing. The Foundation informs the Principal Investigator via RGMS regarding status of the concept paper.
Who can submit concept papers to PSF?
Regular scientists/researchers and faculty members of R&D Organizations and HEC recognized Universities can submit concept papers to PSF. The scientist responsible for execution of the project in the executing organization is called the Principal Investigator and those from the collaborating organizations are called Co-Principal Investigators. However, Government R&D organizations and/or HEC recognized Universities may form consortium with industry where the funds are released to Government R&D organizations and/or HEC recognized Universities only. International collaborations are encouraged when the international partner brings a unique added value to the project team.
What happens to my concept paper after being shortlisted in the meeting of Screening Committee?
After shortlisting the concept papers, the Principal Investigator is informed via RGMS and requested to fill in the full length proposal proforma in RGMS.
What happens to my full length proposal after submission?
The Foundation assigns the full length proposal to two subject experts via RGMS for peer review and the comments received from the subject experts are communicated to Principal Investigator for improvement of the proposal. The revised proposal is again sent to the same subject experts for final opinion regarding suitability of the proposal for financial assistance.
When do I get decision regarding funding of the proposal?
After completion of the process of peer review, the proposal is presented in the meeting of Technical Committee which comprises of subject experts of the relevant field. The technical committee decides regarding recommendation and/or not recommendation of the proposal for financial assistance. The PI is informed regarding decision right after the meeting of technical committee.
How much time does it take from submission of concept paper till decision on the proposal?
It takes 2-3 months from submission of concept paper till decision on the proposal.
What is maximum limit of research grant duration?
Upto 3-years maximum.
Which research grants programmes/call are open throughout the year?

3. Natural Science Linkages prograame (NSLP)
What is the upper limit of research grant?
Its depends on the scope and nature of the proposed study However, the researcher (P.I) can submit the project upto 4-5 million under the research support programme, 6-8 million under R&D-Industry Programme and 7-8 million under NSLP.
How many concept papers can be submitted by same researcher/P.I at a time?
Maximum 2-3 concept papers under different PSF funding progammes.
How many PSF funded projects can be run by same researcher/P.I at a time?
Maximum two under different funding programmes/calls
Science Talent Farming Scheme (STFS)
What is the minimum qualification for applying in STFS?
The minimum qualification for STFS is SSC/Matric
I have passed my F.Sc. Can I apply for the scholarship?
No, only SSC/Matric passed students can apply
I have passed my SSC/Matric two years ago. Can I apply?
No. Only fresh students can apply for the scholarship. The students who have passed SSC/Matric in the current year.
I have passed SSC/Matric from private school/semi government school. Can I apply?
No. Only pure government school students who have passed their SSC/Matric exam by attending pure government school are eligible to apply.
My SSC/Matric score is 60%. Can I apply?
Yes, you can apply. However, average marks in four science subjects in SSC/Matric must be at least 70%.
After SSC/Matric I have not taken admission in any college. Can I apply?
No. The STFS scholarship is for F.Sc studies only.
If a student is selected then how much scholarship will be provided to him/her? And for how much time?
Selected student shall be provided with Scholarship for two years of F.Sc. studies. Monetary benefits @Rs.15,000 per month and Tuition fee is admissible for two years @Rs. 10,000 per year.
Is STFS meant for scholarship only?
In addition to monetary benefits some additional Interventions like local study visits to various top notch S&T organizations/ Universities and opportunity for undertaking research projects in the approved universities will also be provided.
What is the selection procedure?
PSF hire a testing agency for taking written test (MCQs based) and interviews of shortlisted students by PSF.
Is students’ self-domicile necessary to apply for STFS?
Yes. All students shall be selected on the basis of provincial quota prescribed by Federal Government. Therefore, students’ self-domicile is necessary for final selection in the relevant Provincial quota.

International Linkages Programme
Which countries are collaborating with PSF for International Linkages program (IL)?
Currently, following two organizations are collaborating with PSF for international matching grants;
1. The National Natural Science Foundation of China (NSFC).
2. Scientific and Technological Research Council of Turkey (TÜBITAK)
How can I submit my research proposal under PSF IL program?
PSF invites research proposals through advertisement on website of PSF and collaborating organization once a year on various scientific issues/themes
What are modes/areas in which PSF launches call for IL projects?
The major areas of cooperation are;
1. Joint R&D research projects
2. Joint Exchange of scientists, researchers, experts, S&T managers and scientific information
3. Training of scientists, researchers, experts and S&T managers
4. Technology Transfer
Who are eligible to apply for research grants under IL program?
The researchers and scientists and regular faculty members working under HEC Chartered Universities, Research Centers and R&D Institutes of Pakistan
Is there any program for scientific exchange?
Yes, PSF has launched scientific exchange program with National Natural Science Foundation of China (NSFC) and under this program call will be launched once in year.
How much time does it take from submission of research proposal till the final decision on the successful projects under IL matching grants?
It takes 3-4 months from the closing date of call till decision on successful bilateral projects.
COMPETITIVE RESEARCH PROGRAMME
What type of concept proposal can be submitted under PSDP Project “Competitive Research Prorgramme (CRP)?
The proposal of applied nature leads to:
a). Development of new processes/ products/ applications/ technologies through indigenous skills;
b). Technology Development Indigenously from the established International Partners;
c). Improvements in the existing products/ processes/ technologies according to the needs of the economy;
d). Commercialization of the developed /established technologies;
e). Pilot plant/prototype development Studies;
f). Technologies enhancing export potential.

What is the eligibility criteria for getting research funds?
he proposals are accepted from Pakistani nationals serving as regular/ contract basis (contract duration must not be less than project duration) scientists/engineers/technologist and faculty members, as Principal and Co-Principal Investigators, of the Government R&D organizations and HEC recognized Universities. The research work must be carried out in Pakistan.
When CRP launch call for concept proposals?
CRP calls are launch at any time in a calendar year and it will be published in the distinguished newspapers as well as on the website of PSF.
Can I submit concept proposal individually in CRP?
Yes, you can apply for individual research grant and submit a concept proposal upto Rs. 10 million.
Can I submit concept proposal in collaboration with other universities in CRP?
Yes, you can apply for in collaboration with other universities and submit a concept proposal upto Rs. 20 million.
Can I submit research proposal in collaboration with industry?
Yes, you can submit concept proposal in Triple Helix stream of funding. Industry should contribute in cash/ in kind. You can submit a concept proposal upto Rs. 20 million.
What is the maximum funding limit in CRP progamme?
Maximum up to 20 million rupees proposal can be submitted for funding under CRP.
I am working as an assistant professor in Management sciences department in HEC recognized university, can I submit the concept proposal in management research area?
CRP only acceptproposals in the areas of sciences like, Natural, Physical and Applied sciences.
Provision of Financial Assistance to Scientific Societies
Which societies may apply for the grants to Pakistan Science Foundation?
All the societies registered under the Societies Act 1860 and with Pakistan Science Foundation may apply.
What are the avenues of funding for Scientific Societies?
Request for the financial assistance will be made for the following activities only:
1. Holding National and International Conferences, Seminars, Symposia, Workshops and Lectures on important scientific topics
2. Publication of Scientific Journals / Books
3. Development and maintaining the Linkages with Counterpart International Societies in advanced countries.
4. Providing travel grants to the members of the Societies who have been invited in the prestigious International forums for giving plenary talks/lead papers or as Invited Speakers.
5. Provision of Young Researcher Awards for outstanding achievements/ papers in a particular year by each society.
What are the particular forms for Societies for applying in the Pakistan Science Foundation?
The request for financial grant will be made on the prescribed proforma “PSF-IX-A”. Proforma will be filled for each activity separately.
What are the particular form for provision of travel grant for Society members?
The form can be downloaded from the link https://psf.gov.pk/travel-grants-development.aspx.
PSF Travel Grant Activity
Who is eligible to apply for PSF’s Travel Grant?
A regular/full time employee of the Govt. or Public Sector R&D organization/ Public Sector HEC recognized university/Chartered University recognized by the HEC can apply for the travel grant. The applicant should be a scientist/technologists/ working under any discipline of science, engineering or medicine.
Is PSF Travel Grant is available for participation at National and International Scientific events?
PSF awards Travel Grant for only International Conferences/ Seminars/ Symposia/Workshops aboard under any discipline of science, engineering or medicine.
Is PSF provides Travel Grant for Poster Presentation?
No. PSF provides Travel Grant for oral presentation of research papers only.
What is the requirement of plagiarism / Similarity Index for research paper of applicants under PSF Travel Grant?
PSF provides Travel Grant for research papers which are not earlier presented at any forum. Therefore, the applicant will have to provide a copy of the full research paper to be presented and plagiarism report of the paper and its Similarity Index should be less than 20%
Who are ineligible for PSF Travel Grant?
The following are ineligible for PSF Travel Grant;
1. Conferences organized by fake organizations and private organizations
2. Pakistani scientists/technologists/post doctorate fellows studying/working in foreign universities/ organizations at the time of submission of travel grant request.
3. Earlier presented and already published papers
4. Travel grant for attending annual meetings of scientific forums
5. Phil/MS/M.Sc students.
6. Survey papers and research papers related to social and management sciences.
7. Incomplete applications
